Siddaramayya expands his cabinet.
Inducting 2 into the cabinet and 2 to independent state ministers to fill up the pending vacancies
Pervious expansions had seen Roshan Baig, SR Patil and above all DK Shivakumar entering the cabinet.
Dr G Parameshwara makes into cabinet with one ounce down. He could not get the deputy Cm post (which is non-constitutional & ornamental in all essence)... Most likely he will end up missing the eyeball grabbing Bangalore development ministry too.
With all the law & order issues in the state, it will be interesting to see how Dr Parameshwara manages home ministry.
Also, we'll know now, if Kempayya was sight by KJ George or was brought in by Siddaramayya himself.
If retained, Kempayya can count himself lucky.
Frankly, he will have to bear some responsibility for all the issues that occurred in the past 2.5 years.
Prime among them,
1) deaths of law abiding officers (DK Ravi, Mallikarjuna Bande, Jagadish) and scientists Parvez Khokhar (surprisingly, no one raises it.....),
2) Sharp rise in child molestations, gold robberies and ATM robberies...
3) corruption at higher officer level.....single number lottery, lokayukta corruption and such
While no one expects the home minister or his advisor to man the streets, we expect them to setup mechanisms, empower and boost morale of police staff to safeguard and improve law & order situation.
Which police personnel would brace bullets of thieves, fully aware that not one paisa or Anna of money will accrue to his family, if he died on duty...!
Obviously, they'd take the safer route of pushing the files or ignoring crimes, or worse, lookout for ways to grab cash...(Now that real estate is fast becoming past legacy...)
Emboldened by the safe-play of police, thieves are now rising to stab at on-duty officers.
This is saddening. An officer carrying gun does not strike fear in thieves.. This is the lesson, we learnt from the gruesome death of Sub Inspector Jagadish.
The least the new home minister can do is
1) provide all the promised money & life-support to families of deceased police personnel.
2) ensure night beats, community watches, regular checks at checkposts and such basic policing is done without fail... The good practice of daily situation reports, initiated by Sri Kempayya can be put at police station level.... Public can contribute early warnings, if it is shared on-line....
3) induct police personnel at lower level
Long term planning can include reducing the cadre strength at top level.
With police commissioners setup at Bangalore, Mysore, Mangalore, Hubli-Dharwad, lots of Deputy commissioners. Inspector generals, director in general's, .... There's way to many IPS officers in the state.
Anything government sets up for a temporary cause turned into permanent mission.
Take anti naxal force, it has been running for what now, like a decade. There is no clarity on when it will be closed, what conditions will it operate, what progress had been done....
They catch some one, human rights folds & the left thinkers scream in shrill voices.
Then keep listening to blames from news papers and public....
At least special taskforce to nab Veerappan had a goal, anti naxal force leaks that too...
When can one be sure, the last naxal is eliminated or converted??
Update:
1) as expected, Dr Parameshwara does not get the Bangalore development ministry (KJ George gets it), much to the chagrin of Bangalore in-charge minister RamalingaReddy.
2)Sri Kempayya is confirmed to be a political appointee and not a policing-consultant, as he turns into security advisor to the chief minister.
3) cabinet is not expanded, but only filled with pending posts. Rumor is Sri Baburao Chinchanasur got his seat safeguarded, much to the happiness of rebel star & other aged stars.
